As Arizona continues to see population growth and unprecedented job growth, measuring the effectiveness of the state’s workforce landscape is crucial for the workforce, employers, policymakers, educators, and public sector leaders.
In addition to its role of leading workforce development in Arizona, the Office of Economic Opportunity leads the state government in evaluating Arizona workforce system, A.R.S. 41-5404, including its education programs with the goal of improving its effectiveness and to ultimately ensure Arizonans have access to high quality, good jobs.

Workforce Effectiveness Advisory Committee
Under Arizona state law, the Director of the Office of Economic Opportunity is responsible for establishing and leading the Arizona Workforce Data Task Force with representation from the following state agencies.
The Task Force oversees development of the State Workforce Evaluation Data System and defines the requirements, structures and methodologies for the system, among other duties, per state law.
Integrated Data System
The Integrated Data System (IDS) is a longitudinal data system linking records across state agencies, enabling longitudinal, cross-sector analysis of workforce programs. The IDS brings together person-level data from multiple Arizona state agencies and educational institutions, allowing researchers to study how these entities have intersected with and affected individual Arizonans. Privacy protections are rigorous, and the data can be used for statistical analysis only. Through the IDS, stakeholders gain a deeper understanding of how different sectors influence workforce development experiences.
