What is the IDS?

The Integrated Data System (IDS) is a longitudinal data system linking records across state agencies, enabling longitudinal, cross-sector analysis of workforce programs. The IDS enables stakeholders to track trends, assess program effectiveness, and help develop targeted strategies to enhance workforce development efforts and address community needs. Through the IDS, stakeholders gain a deeper understanding of how different sectors influence workforce development experiences.

Who oversees the IDS?

Pursuant to A.R.S. § 41-5404 (D), the Workforce Data Task Force oversees development of the IDS. The Task Force is established in the Office of Economic Opportunity (OEO), which serves as the lead agency and oversees IDS operations. OEO administers, maintains and staffs the IDS system.

What kind of information does the IDS contain? 

The IDS is composed of data contributed by partners throughout Arizona. The system includes matched records from community colleges, Workforce Innovation & Opportunity Act (WIOA) programs, Adult Education programs, and wage information from the Unemployment Insurance program. As additional data are added to the IDS, additional linkages such as health, incarceration, and education data may be introduced to enhance Arizona’s program evaluation capacity. 

How are data protected?

The Task Force has established privacy protection guidelines for OEO that conform to federal regulations. Requests are reviewed to protect personal information based on the guidelines established by the Task Force. OEO anonymizes data and applies disclosure control methods before release. What questions can the IDS answer?

Through the combination of contributed data, the IDS can answer unique questions, such as:

  • How well does the state’s education apparatus prepare and retain a diverse workforce?
  • Which industries are students employed in following a program’s completion?
  • Do workforce development programs produce equitable educational outcomes?
How can state agencies participate in the IDS??

Other agencies are encouraged to engage with the IDS. The OEO will work with external agencies to establish data sharing agreements and integrate datasets. Participating agencies are able to review and approve all projects on the IDS involving their own data.

How can I access the IDS?

External parties may submit project requests aligned with a statistical objective. These requests undergo evaluation by a review committee to ensure compliance with state and federal regulations. For additional information on participation or access, please contact [email protected].
